Reverend Hail is an Ordained Bishop with the Church of God (Cleveland, TN). He has been ministering since 1982 as Senior Pastor, Associate Pastor, Youth Minister, and Evangelist-at-Large. His current assignment at Abba's House began in August 2017.

He and Barbara have been married since 1999. Collectively, they have three daughters, one son, ten granchildren, and four great-grandchildren. They enjoy spending time outdoors, riding motorcycles, camping, hunting, and fishing.

Brother Hail attended Hawaii Pacific University (AS), Langston University (BA) and Lee University (MAMS).
Pastor Hail is a certified Rescue Diver and KCBS Certified Master BBQ Judge. He is a Vietnam veteran who served in the United States Army as both a commissoned and non-commissioned officer for just over 12 years.​ Â
